Step 1

Register through the Subsidy Portal

Before applying, create an account in the UVB Subsidy Portal and register your organization for the Caribbean subsidy scheme, SUMS-C. If you already have an account, log in to complete the relevant registration.

The person submitting the application must be authorized to act on behalf of your organization. Applications can be submitted in English or Dutch.

Need help using the portal? The official manual provides screenshots and explanations to guide you through the process.

Step 2

Collect or prepare the mandatory documents

Prepare the documents required for your category before submitting.

Explain what your project will do, who it will benefit and how it contributes to the scheme's objectives. Include your project team, intended results, outputs and a detailed schedule.

Check the additional requirements for your category

Category 1

Professionalization of the organization

Describe your proposed training and/or website activities and their costs directly in the application form. A separate activities plan and budget are not required. Demonstrate that your organization already works towards the scheme's objectives through its articles of association or previous activities. For the fixed USD 10,000 grant, plan at least USD 8,696 in eligible external training and/or website costs. Activities must be completed within 12 months.

Category 2

Small social initiatives

Submit an activities plan and budget for a project requesting USD 10,000 to USD 25,000, to be completed within 12 months. Explain how the project benefits descendants of enslaved people and contributes to the scheme's objectives.

Category 3

Medium social initiatives

Submit an activities plan and budget for a project requesting USD 25,000 to USD 125,000, lasting no more than 48 months. Set out the project phases, responsibilities and expected results, alongside its benefit to descendants of enslaved people.

Category 4

Large social initiatives

Submit an activities plan and budget for a project requesting USD 125,000 to USD 500,000, lasting no more than 48 months. In addition to its benefit to descendants of enslaved people, demonstrate lasting or long-term impact, or broad reach that makes the slavery past and shared history visible. Plan for the audit opinion required at project close-out.

For Categories 3 and 4, you may include a six-monthly cash-flow forecast if equal advance payments would not match the project's spending needs.

Step 3

Submit your application

Complete the electronic application form and upload all required documents through the Subsidy Portal during the application window for your chosen category.

Only one application per organization is allowed in the same application period. Check that your form and attachments are complete before submitting.

Application deadlines follow Netherlands local time. Check the closing time carefully, as the portal closes earlier in the day in the Caribbean.

Step 4

Assessment and decision

If the total funding requested exceeds the available budget, a civil-law notary conducts a draw to determine the order in which applications are assessed. If sufficient funding is available, applications are processed in order of receipt.

UVB checks that your application includes all required information and documents. If something is missing, you will have two weeks to complete it after receiving notification.

Once supplemented, an incomplete application moves to the end of the processing queue. This may affect your chances of receiving funding when the available budget is insufficient.

UVB assesses whether your proposal meets the scheme's conditions, including its connection to the objectives, the eligibility and reasonableness of costs, and project feasibility.

UVB may ask additional questions. These questions do not change your position in the processing order.

The assessment and decision process normally takes approximately 13 weeks after the application window closes.

For Categories 3 and 4, this may extend to 22 weeks if the Advisory Committee is consulted. The timeline is paused while UVB awaits answers to requests for additional information.

Take these timelines into account when planning your project's start date.

Step 5

Start implementing your project

Once your subsidy has been awarded, begin your project within three months of the date of the allocation decision.

Carry out the activities according to the approved plan, budget and grant conditions. Keep the necessary records and inform UVB promptly if implementation changes.

Categories 3 and 4 require a final report and grant settlement request. Category 4 also requires an audit opinion.
